PUBLIC SECTOR PROGRAMMES
HIV and AIDS was declared national disaster in November 1999 and the Government established the National AIDS Control Council (NACC) in line with the recommendations of the Sessional Paper No. 4 of 1997, on AIDS in Kenya to coordinate and provide leadership for the multi-sectoral national response to HIV and AIDS in Kenya. The multi-sectoral national response approach has four main pillars namely:
- The Public Sector
- The Civil Society Organizations
- The Private Sector
- The Development Partners
The Public Sector is a key pillar in the multi-sectoral approach to the national HIV and AIDS response. It is comprised of all Government Ministries, statutory bodies, state corporations, local authorities and discipline/uniformed services at national, provincial and district levels internally and externally mainstreaming HIV and AIDS into core functions.
The Public Sector, being the biggest single employer in Kenya, has the sole responsibility of preventing new infections, improving quality of life and mitigating the impact of HIV and AIDS among their staff and customers. This necessitated the need for mainstreaming HIV and AIDS into the core functions of all Government Ministries, statutory bodies, state corporations, local authorities and discipline/uniformed services at all levels.
To promote effective coordination of internal and external mainstreaming of HIV and AIDS into the core functions of Public Sector entities, NACC’s institutional framework had provided for a Public Sector Desk, responsible for the effective coordination of the sectoral internal and external mainstreaming of HIV and AIDS through:
- Facilitation of forums for coordinating public sector response
- Facilitation of the development and implementation of sector mainstreaming approaches, policies and strategies to integrate impact of HIV and AIDS
- Coordination of the domestication of the public sector workplace policies and programmes within the sector.
- Establishing linkages and facilitating public–private–civil society sectors partnerships and other relevant partnerships for effective implementation and achievement of sector-specific HIV and AIDS programmatic targets in the national response.
- Facilitate the mainstreaming and implementation of the Kenya AIDS Strategic Framework at the sectoral level.
- Monitor, follow-up and evaluate new and on-going sectoral HIV and AIDS programmes and activities.
To promote effective internal and external mainstreaming of HIV and AIDS into the core functions of Public Sector entities, NACC encouraged the establishment of ACUs at the headquarters, sub-ACUs at the Semi-Autonomous Agencies (SAGAs) and decentralized levels in 2000 to coordinate HIV and AIDS activities in the Government Ministries/ Departments/ Public Institutions. AIDS Control Units (ACUs) provide the effective entry points for mainstreaming HIV and AIDS into the Public Sector core functions and constitute the HIV and AIDS mainstreaming teams in all the public sector entities.
The Role of ACUs
The role of ACUs is to facilitate mainstreaming of Kenya AIDS Strategic Framework (KASF) into the core functions of Government Ministries/ Departments/ Public Institutions based on comparative advantages by providing leadership and advocacy. HIV and AIDS information is integrated into the educational curriculum at all levels and mitigation programmes put in place for students, parents and staff. Specifically the functions of ACU are:
- Constitute the secretariat for Government Ministries/ Departments/ Public Institutions’ HIV and AIDS Coordinating Committees.
- Facilitate the establishment and operationalization of sub-ACUs at the decentralized levels and in Semi-Autonomous Agencies (SAGAs) affiliated to the Government Ministries/ Departments/ Public Institutions
- Ensure that HIV and AIDS is mainstreamed into the core functions of the Ministries/Government Departments.
- Facilitate the expansion of the ministerial performance contract indicator on HIV and AIDS to enable effective implementation and reporting on ministry-specific HIV and AIDS prevention, care and mitigation programmes and activities.
- Develop and implement HIV and AIDS strategic objectives, performance contract instrument, action plans, programmes, activities, costed Workplans and performance contract quarterlized targets as per the existing policies.
- Coordinate HIV and AIDS programmes and activities within the Government Ministries/ Departments/ Public Institutions including the activities of the sub-ACUs.
- Facilitate the collection, collation and analysis of impact of and response to HIV and AIDS and develop a database of ministry-specific HIV and AIDS information for dissemination and use.
- Facilitate proper mobilization, allocation and utilization of resources/line budget through the medium term expenditure framework (MTEF) planning and budgeting for implementing sector/ministry-specific HIV and AIDS programmes including participation in the MTEF sector hearings.
- Monitoring and evaluation of the implementation of HIV and AIDS programmes in line with KASF Monitoring Framework.
- Provide guidance, support, feedback and capacity building to the sub-ACUs in monitoring, evaluation and reporting of HIV and AIDS programmes
- Promote intra-sectoral collaboration and networking to enhance advocacy of HIV issues and implementation of HIV programmes.
- Liaise with NACC and Ministry of Devolution and Planning(Public Service) HIV and AIDS Secretariat and other ACUs for sharing, documentation and replication of best practices.
- Attend multi-sectoral coordination and review meetings organized by NACC and Ministry of Health.
- Provide quarterly reports to Principal Secretary/ Accounting Officer and send copies to National AIDS Control Council using the ministerial performance contract reporting format.
