PERFORMANCE CONTRACTING GUIDELINES FOR 2021/2022

(Prevention of HIV infections and Non-Communicable Diseases)

People living with HIV who adhere to medication now live longer because of the antiretroviral, treatment, however, NCDs are becoming an emerging problem among this population. C Kenya is further experiencing an epidemiological transition in its disease burden from predominantly communicable diseases to non-communicable diseases (NCDs). Leveraging on the HIV Platforms will enhance uptake of integrated delivery of information and services for Non-communicable Diseases and Mental health. NCDs including mental conditions are currently under-diagnosed due to poor health seeking behavior. Workplace programmes will therefore provide an opportunity for continuous health education and screening thereby reducing the burden of both HIV and NCDs.

Level 1: MAISHA one (1); MDAs will be expected to:            

Develop and implement an HIV and AIDS workplace policy that includes NCDs in line with the Public Sector Workplace Policy on HIV and AIDS (2017). A committee to guide mainstreaming of workplace interventions will be put in place.  In addition to developing an annual work plan, the MDAs will be required to reporting on a quarterly basis through the online Maisha reporting system (www.reporting.nacc.or.ke) by 15th of the month following end of a quarter.

Implementation of this indicator will require the MDA to:

  1. Allocate resources for HIV and NCD interventions to be implemented (10%)
  1. Promote attainment of UHC at the workplace through offering services for HIV prevention and wellness promotion for NCDs and Mental health for at least 70% of staff and family members with the following:
    1. Facilitate HIV counseling and testing final (10%)
    2. Screening package for Cancer, Blood pressure, Blood sugar and BMI. (10%)
    3. Prescribed Sensitization package for Non-communicable diseases (NCDs), NCD risk factors (healthy diets, physical activity, tobacco use and alcohol use) Stress management and mental well being
    4. (20%)
    5. Promotion mental wellness and Prevention of Mental Health conditions (This shall be done through sensitization and evaluation. A guide shall be provided) (20%)
    6. Prescribed sensitization package on HIV Prevention (Guide to Prescribed sensitization package on HIV Prevention available at the NACC website) (15%)
  1. Distribute condoms or carry out stand-alone sensitization sessions on Chastity, Abstinence and Being faithful (AB) every quarter (15%)

Level 2: MAISHA two (2) MDAs will be expected to:

Continue implementing MAISHA one (1) interventions that is:

  1. Allocate resources for HIV and NCD interventions to be implemented (10%)
  1. Promote attainment of UHC at the workplace through offering services for HIV prevention and wellness promotion for NCDs and Mental health for at least 70% of staff and family members with the following:
    1. Facilitate HIV counseling and testing (10%)
    2. Screening package for Cancer, Blood pressure, Blood sugar and BMI. (10%)
    3. Prescribed Sensitization package for Non-communicable diseases (NCDs) including but not limited to Cancer (Breast, Cervical and prostate); Diabetes, Hypertension (10%)
    4. Promotion and Prevention of Mental Health illnesses (This shall be done through sensitization and evaluation. A guide shall be provided) (15%)
    5. Prescribed sensitization package on HIV Prevention (Guide to Prescribed sensitization package on HIV Prevention available at the NACC website) (10%)
  1. Distribute condoms or carry out stand-alone sensitization sessions on Chastity, Abstinence and Being faithful (AB) every quarter (15%)
  1. Choose for implementation one (1) interventions from public sector workplace implementation plans based on core mandate and competencies (2o%)(Sector Plans available at the NACC website

PERFORMANCE CONTRACTING GUIDELINES FOR 2020/2021

Maisha Certification systems aim to get all Ministries, Departments and Agencies (MDAs) actively engaged in developing and implementing policies to tackle the prevention and management of HIV and AIDS in Kenya.  Maisha Certification supports the attainment of Universal Health Coverage (UHC) and has incorporated UHC expectations in the Maisha Certification process with regard to the prevention of HIV and UHC promotion.
